Genshin Impact 2.8's new character Shikanoin Heizou is a 4-star Anemo Catalyst user. Instead of long-ranged slow attacks, Heizou is a melee fighter that uses his fists and kicks to inflict damage to enemies.

Release Date
Shikanoin Heizou banner will go live during Genshin Impact 2.8 update that is expected to arrive on July 13, 2022.
It is most likely that Heizou will be part of the banner Leaves in the Wind, that will feature Kaedehera Kazuha.
Attacks & Abilities
Heizou has some powerful attacks and abilities that will surely make him a sought-after character, and an option all travelers will want available for their party.
Normal Attacks: Fudou Style Martial Arts
Despite being the first male catalyst user in Genshin Impact, Heizou's basic attacks are melee fists attacks infused with Anemo.
Heizou's charged attack is a backflip kick similar to Xingqiu's.

Elemental Attack: Hearstopper Strike
Heizou's Elemental skill is different based on whether the key is tapped or held. The held version will generate a buff called Declension that will increase the area of effect and amount of damage.
Declension DMG Bonus: 56% at Lv. 1 - 120% at Lv. 15

Elemental Burst - Windmuster Kick
Similarly to Kazuha, Heiozu will leap into the air when using his Elemental Burst. This attack will absorb the element that is affecting the enemy and produce an explosion of that same element, dealing AOE damage.
The Burst has a very short cooldown and low energy cost.

Heizou's Passives
Heizou's Passive increases his World Exploration abilities, with the third passive making him more viable as a support character.
Passive: Pre-Existing Guilt
- Decreases sprinting Stamina consumption for your own party members by 20%.
- Not stackable with Passive Talents that provide the exact same effects.
Passive: Paradoxical Practice (Lv. 40)
- When Shikanoin Heizou activates a Swirl reaction while on the field, he will gain 1 Declension stack for Heartstopper Strike.
- This effect can be triggered once every 0.1 seconds.
Passive: Penetrative Reasoning (Lv. 60)
- After Shikanoin Heizou’s Heartstopper Strike hits an opponent, it increases all party members’ (excluding Shikanoin Heizou) Elemental Mastery by 80 for 10 seconds.
Constellations
Based on Heizou's Constellations, we can infer the character is expected to be a main DPS and spend a long time in the field.
Heizou support may also be viable after obtaining his second constellation that will pull characters as other Anemo characters do.

C4 - Tome of Lies | The first Windmuster Iris explosion in each Windmuster Kick regenerates 9 Elemental Energy for Heizou. Every subsequent explosion in that Windmuster Kick will each regenerate an addition 1.5 Energy for Heizou. One Windmuster Kick can regenerate a maximum of 13.5 Energy for Heizou in this manner. |
C5 - Secret Archive | Increases the level of Windmuster Kick by 3. Maximum upgrade level is 15. |
C6 - Curious Casefiles | Each Declension Stack will increase the CRIT Rate of Heartstopper Strike by 4%. When Heizou possesses Conviction, this Heartstopper Strike’s CRIT DMG is increased by 32%. |
