That being said, he is best to build with DPS in mind, focusing on ATK%, CRIT Rate, and CRIT DMG.
It does not hurt to have a bit of Cryo DMG, Energy Recharge, and Elemental Mastery for him as well.
The goal with Chongyun is to be able to pop off Spirit Blade: Chonghua's Layered Frost, converting normal attacks to Cyro DMG for Elemental Reactions.

Sticking Chongyun with a 4-Piece Blizzard Strayer will ensure he gets the maximum value out of the Cryo Element with the following bonuses:
- Cryo DMG Bonus +15%
- When a character attacks an enemy affected by Cryo, their CRIT Rate is increased by 20%. If the enemy is Frozen, CRIT Rate is increased by an additional 20%.
