If you want them both, you have to either miss out on multiple characters from the game’s colorful cast or cough up your hard-earned dollars. All that leaves free-to-play weapons as the only way to keep them competitive without losing on excessive Primogems.

Remember, being the best doesn't mean it'll be good on ALL characters. Weapons ranked higher are based on their versatility and how many characters can use them. However, some characters may find better use of the weapons listed at the bottom than at the top, even though both are suitable.

Song of Stillness is one of the best F2P bows in Genshin Impact because of how versatile it is. Slingshot is even more accessible, it is a 3-star weapon and is the best free-to-play option for characters that need CRIT.
However, if you're looking for better gacha options that aren't hard to fetch, it'll be The Stringless for EM units and Favonius Warbow for all ER supports.

There are no standout 3-star claymores in Genshin Impact that are good on multiple characters and are worth mentioning. Earth Shaker is for DPS characters but you need a Pyro character on the team, as its passive requires Pyro-related reactions to be triggered. Mailer Flower, meanwhile, is versatile and is good for many characters.
Even though the strongest DPS in the game, Mavuika, is a Claymore character, the rest of the cast in the weapon category isn't all that remarkable. It also doesn't have omnipresent supports like Furina, Zhongli, Xianyun, Yelan, and so many others.
