The VGU for Udyr is currently in the League of Legends PBE. However, this does not mean that his rework is available for everyone in-game just yet.
Riot Games are giving him this testing period to make sure that he will be playable in the real gaming environment. Udyr will stay in the PBE until the next patch for League of Legends drops. This will be near the end of August and now has a confirmed release date.

Release date
Although the Udyr rework is available to play in the PBE right now, this is just a vital part of his development and doesn't mean the champion is available for everyone.
It allows players not only to make suggestions but let the developers see what they need to tighten up on him.
This is why the release date of the Udyr rework in-game will be in patch 12.16. This is released on Wednesday, August 24 2022. You can also check the patch schedule here for future other patch dates.
Time
There isn't a set time which has been announced for any League of Legends patch updates. However, servers usually go down at 6 am EST and come back up around 9 am EST.
