What is the Double Smite Meta in League of Legends?

With the double smite meta, two members of the team will take smite and help each other to take jungle camps.
Worries about Dragons and Barons being stolen are almost eliminated with this tactic.

How Did Riot Games Respond to This?
@RiotRayYongii responded to a Reddit thread where disgruntled players expressed concerns about these new metas.
The post itself talks about funnel jungling. However, these words can also be applied to the new double smite meta.
So far, there hasn't been much discussion about how Riot wants to address these changes.
However, further comments from Yongii on Reddit describe an idea to put forward for this.
"Likely we will do something like: If you don’t have jungle item, you get no cookies."
When Should We Expect to See This Change go Live?
We will expect this change to be brought through in the next patch, rather than with a smaller hotfix.
Patch 12.23 is scheduled to be released on December 7, 2022.
