Search for it beside a granite rock aligned with a tree. Slot this chip in your Utility gear and use it to sweep the mud off Tacet Discord enemies. Target the mud-covered enemies to generate a water vortex that removes the mud, thereby weakening them. Once you've cleaned off the mud, defeat these enemies to pave the way.
Soon after, you must switch on three suppressor devices placed all over. Each suppressor has to hit 100% activation. Track down the suppressors and fire up the activation process. This will attract waves of enemies trying to sabotage the activation. Defend the suppressors by defeating the enemies and using the Ultrasonic Pulse Chip to clear any mud blobs they throw at the devices. After triggering the suppressors, navigate as instructed until you reach a cave housing a shattered mural.
Inside the cave, align the fragmented pieces of the mural in their proper sequence to reveal the final suppressor. Completing it bears weight, as this task will dissipate the energy field causing the sandstorm. Once you've cracked this, you're golden for the last leg, which is rather the hardest in the quest (at least that's what they say). You need to outmaneuver Mourning Aix, an Overlord Class Echo boss.
Anticipate its attacks by watching for the telltale glow on its wings, tail, and chest, then maintain an aggressive strategy of weaving attacks and dodges while strafing to the sides. Since it's resistant to Spectro Damage, using Rover to defeat Mourning Aix wouldn’t be anything short of a dead end. If you're struggling with its resistance, consider using Chixia's ranged attacks for sustained damage. Keep at it until you take down the boss to put an end to the pesky sandstorm in the Fallen Grave area.
