Of course it won't be easy, Arsenal were not expected to be this good when FIFA 23 was released, and EA only bumped their players up so much over the course of the season. The Gunners will likely be much better in FIFA 24 than they are now, but you can still dominate with this team.

FIFA 23 Arsenal guide
Arsenal has a squad full of young and talented players. This isn't a team you will need to turn over quickly. Instead, you can lean on the talent you already have and watch them develop.
The squad is led by club captain Martin Odegaard and midfield axe-man Thomas Partey who both sit at 85 OVR, but it's the potential in this team that really leaps off the charts.
Talented England youngster Bukayo Saka leads the team with 90 POT but he's not alone in having a high amount of growth ahead of him.
Martin Odegaard (85 OVR - 89 POT)
Position: CAM, CM
Age: 23
Nation: Norway
Odegaard has been outstanding in the Premier League this season, and that is reflected in FIFA 23. The Norwegian has a worldie of a left foot and brings 5 star skill moves to Arsenal's midfield.
His 89 short passing, 87 ball control, 86 dribbling, and 84 long passing make him a creative star in the middle of the park. He's not got much defensively, but enough in his 81 positioning and 81 stamina to get back and help out.
Thomas Partey (85 OVR - 85 POT)

Age: 29
Nation: Ghana
Thomas Partey is Arsenal's covering midfielder. The base of build up play and the one who wins the ball back. With his 3 star skill moves in FIFA 23 he's not going to be flashy on the ball, but he can move it well enough and win battles when out of position.
The big Ghanaian has 86 short passing and 86 long passing to be plenty good enough at distributing the ball, but it is his 85 standing tackle, 84 aggression, and 82 interceptions that will make him a valuable part of the Arsenal squad.
Bukayo Saka (84 OVR - 90 POT)

Bukayo Saka has had a coming-of-age season with Arsenal in 2022/23. He's become one of the most creative and dangerous wingers in the world and has been the driving force behind their push for the Premier League.
Saka may only have 3 star skill moves but he's a star on the ball. His 89 dribbling, 88 acceleration, 86 balance, and 83 finishing will have defenders in fits. At just 20 years old he's got a long career ahead of him and his huge 90 POT means he will improve quickly.
Gabriel Jesus (84 OVR - 86 POT)

It's hard to believe Gabriel Jesus is still so young as he has been terrorising Premier League defenders for a while. Jesus moved to Arsenal from Man City in the summer of 2022 and brings versatility and quality to the top of Arsenal's formation.
Another mobile and skilful player, Jesus has 92 agility, 90 balance, 88 dribbling, and 87 ball control to be a key part of attacking patterns and goal-scoring opportunities.
Jorginho (84 OVR - 84 POT)
Position: CM, CDM

Nation: Italy
A January signing to cover for injuries, Jorginho has proven to be an astute bit of business from the Gunners. He won't be starting for your FIFA 23 side, but Jorginho has bags of quality.
The midfielder brings 91 short passing, 88 long passing, and 87 ball control to pull the strings of your possession game, while he's also got 81 interceptions and 80 standing tackle to make the difference without the ball. Just watch out for his horrible 47 sprint speed!

Arsenal starting XI & formation
Arsenal has a squad that can suit most formations, but they are best in a 4-3-3 or 4-2-3-1.
Trying to replicate Mikel Arteta's 2-3-5 in possession formation is hard in FIFA 23, but with a 4-3-3 you can get most of the way there.
In quick play modes Arsenal's starting XI needs some changing, and depending on your play style you might want to make even further changes.
There are some must-start players. These are:

- Gabriel - CB
- Thomas Partey - CM
- Martin Odegaard - CM
- Bukayo Saka - RW
- Gabriel Martinelli - LW
- Gabriel Jesus - ST
This leaves you with both fullbacks and a midfield slot to fill. If you are more of a slick passer and dribbler, then you will probably want to use Zinchenko at left back, but if you like to use width and put crosses in then Tierney is the choice.
This is similar to the decision at right back, where White is more of a possession-based player but Tomiyasu can be used to create width and push forward with pace.
The other midfield slot can be filled by a few people. Xhaka is the solid all-rounder choice, but if you want a bit more offensive play then Smith Rowe or Vieira are good options, especially if you are looking to play a 4-3-3.
The likes of Trossard, Jorginho and those mentioned above that you don't start should be your go-to subs to make a difference, while Elneny, Holding, and Kiwior are there for depth in case of injury.
Young talent
Arsenal has long been a hotbed for young talent, and in FIFA 23 it is no different. Developing teenagers might not be a particularly glamourous part of FIFA 23, but it can save you some transfer budget if you create some squad depth and the odd star at home!
The highest potential teenagers in Arsenal's squad are Reuell Walters (79, RB, CB) and Salah-Eddine Oulad M'Hand (78, CM, CAM). They don't stand out right away, but Walters is a good one to train up as fullbacks can be hard to find.
There are also a few players out on loan that are talents of the future. Charlie Patino (84, CM, CDM) is on loan at Blackpool in the first year and Marquinhos (84, RM, LM) is at Norwich. These two are players that can quickly become leading squad players, along with Folarin Balogun and Brooke Norton-Cuffy.
Transfer market
The Gunners start FIFA 23 career mode with a budget of £95 million. This is pretty healthy and gives you a good amount of flexibility if you want to dramatically change the nature of this squad. that isn't really necessary though. Arsenal have a pretty settled squad, but there are a few areas that could be improved. Perhaps the most notable place is up front.
Gabriel Jesus is a solid player but isn't a physical or clinical striker. While getting Kylian Mbappe or Earling Haaland isn't possible, going hunting for a more dominant striker would be a good place to start.
The best option is Napoli's Victor Osimhen. He will eat up most of your budget but will bring added physicality and an aerial presence up front. A cheaper option is Frankfurt's Randal Kolo Muani or even Brentford's Ivan Toney.
If you wanted to raise some funds then moving Granit Xhaka and Rob Holding on is probably the best option. Mohamed Elneny is another player that can be moved on, but he won't get you as much money as Xhaka.
