You can enjoy all of the game at no extra cost which means Blizzard has stuck to their free-to-play model... kind of.

Apart from the micro-transactions and battle pass benefits, the game is essentially a free-to-play game.

However, this business model which is new has not hit the community very well as fans struggle to get along with the sequel.
