The Hydro Hypostasis was added as part of Genshin Impact's 2.1 Update. The boss isn't necessarily locked behind any quest in the game. However, it does require players to gain access first to Inazuma. You'll have to accomplish the Archon Quest Chapter 2 Act 1 to be able to find the Hydro Hypostasis.

Another tip is to use elemental attacks against the unleashed water droplets. The droplets can be easily defeated through this. But take note that Cryo attacks won't freeze them all.
Additionally, take note of the timing of the Bubble Explosion attacks as these can damage everything within its circular range. For the Rolling Cube Attack, it's better to run towards the Hydro Hypostasis to avoid it.
