Was Max Verstappen's penalty deserved? (Poll)

After Max Verstappen's last-lap move on Kimi Raikkonen, the Dutchman has received a penalty for going off track to gain an advantage.

Some would argue that rules are rules, and that by going off track in this particular instance he gained an unfair advantage over Kimi Raikkonen's Ferrari.

Others would argue that many other drivers have used and abused track limits all weekend, and to single out Verstappen at this stage is unfair.
