It may have featured a new cast of characters and a new setting, but that didn't impact how well it did.
It was applauded by critics for its narrative and combat system, leaving fans wanting more. Well, more and a sequel, of course.

Alright, what we're about to tell you is... A little bit hopeful but it isn't the most outrageous theory out there.
Yasunori Mitsuda is reportedly working on a "large scale recording" in April. Although he is known for other projects, the last major project he did work on was Xenoblade Chronicles 2.
There is little to no news about whether Xenoblade Chronicles 3 would follow the narrative work laid out by the recent Xenoblade title. It could introduce another set of characters and a new setting.
However, it might not. Even if it did, there's no reason why Mitsuda's work couldn't be applied to the next title in the series.
Mitsuda is also known for his work on the Chrono series and a number of smaller titles.
He could very well be embarking on a new project though. Only time will tell.
