As of now, the Microsoft Store shows the exact release time of the game to be Midnight ET (11pm CT, 9pm CT, 5am BST).
This will mark a simultaneous worldwide release of the title, which was first released in Japan on July 24, 2019 and had certain events added in later updates.

Olympic Games Tokyo 2020: The Official Video Game Download Size
If you've taken the step of placing a pre order for this Olympics Video Game, you should be able to pre download the title now.
If you're unable to, don't fret as the title itself isn't going to take up a massive amount of space and as such should download and install fairly quickly.
The Microsoft Store currently states that the title will take up about 13.24gb, which should be roughly the same for both Xbox One and Xbox Series X|S.
Steam suggests having 15gb of available space if you're downloading the title on PC, but it will probably be closer to the 13.24gb mark and that suggestion is likely rounded up.
Meanwhile, on the Nintendo eShop the game file size is shown as just 6.5gb, indiciating it was further optimized to take up less space on the Nintendo Switch.
We don't currently know the download size for the title on PS4 because it's not visible just yet on the PlayStation Store, but it's likely to be closer to the 13gb range.
