In most ways, Genshin Impact does have cross progression, based on the user's e-mail address. This means if you log in to another platform using the same login details, your progress will carry over.
On PlayStation 4 and 5, however, the game signs you in using your PSN information, meaning that it doesn't use your e-mail address, therefore not carrying save progress over from your mobile and PC game time.
It is important to keep in mind that players can only purchase in-game items with real money on the platform where they create the account. But Hoyoverse has the option to top up your account on their official website using your Hoyoverse login info.
