The odds of receiving Heirloom Shards from an Apex Pack is 1 in 500.

This means that if you are really unlucky it could take 2 and a half seasons to unlock enough Apex Packs to get the Heirloom Shards.

If you haven't received Heirloom Shards after 499 packs, you will be guaranteed them on your 500th, but it is extremely unlikely that you'd have to go that long.

You will always receive 150 Heirloom Shards from a pack, the same amount as you need to craft an Heirloom.
